Seth Payton,
a doctoral student in SPEA’s Public Affairs program, has been
awarded a dissertation fellowship by the Lincoln Institute of Land
Policy. His dissertation, “The Capitalization of Systematic and
Assessor-Related Assessment Error: A Spatial Approach,” will be
spatial.
Abigail York,
a 2005 graduate of our Public Policy Policy Ph.D. program, has received
the Esther Kinsley Ph.D. Dissertation Award. This is Indiana
University’s highest honor for graduate student research. Dr. York is
now an Assistant Professor at the Cookingham Institute for Public
Affairs, University of Missouri-Kansas City.

Roberta Burns
received the Bloomington Heart and Hands Award for her volunteer
work with Middle Way House. Her nominator wrote “Her passion is
inspiring and her enthusiasm is infectious. She approaches difficult
work with determined pragmatism and an optimism that refuses to give
way to disillusionment.” Academy of Management Invitation Between August 11-16 2006, the Academy of Management (AOM)
will hold its 66th annual meeting in Atlanta, Georgia. As liaison
between the PMRA and the Public and Nonprofit Section of the AOM, I ask
you to consider submitting a paper. The PMRA does not meet next year,
and the AOM provides a venue where you can expect to gain high-quality
feedback on your work. The submission deadline for your completed paper
is January 9 2006, and authors are provided written comments on their
papers in March/April.=20 Call for Participation
“Integrating Information Technology and Social, Behavioral and
Political Sciences Research for Effective Government” The 7th Annual International Conference on Digital
Government Research is a forum for the presentation and discussion of
interdisciplinary research on digital government and its applications in
diverse domains. Interested participants are invited to submit research
papers, system demonstrations, posters, and proposals for tutorials and
workshops for dg.o2006. This year, the conference will focus on:

research on digital government as an
interdisciplinary domain that “encompasses inquiry at the intersections
of computing research, social, political, and behavioral science
research, and the problems and missions of government agencies.”

project highlights and outcomes of
digital government research. The conference is sponsored by the U.S. National
Science Foundation and managed by the Digital Government Research Center
(DGRC). This conference also hosts the annual Principal Investigators
(PIs) meeting of Digital Government and Information Technology Research
(ITR) managed by the NSF’s Digital Government program. Submissions may address any aspect of digital
government research including, but not limited to the following:

2006 Student Choice Award winners at IUB are: Orville Powell and Bob Boch. These award winners will be honored at the Spring Recognition Banquet on April 23 at the Virgil T. DeVault Alumni Center. Chris Craft, IUB, participated in a Nature Conservancy workshop, "Conservation Planning for Priority Bays and Estuaries along the South Atlantic Coast," on April 11-13 in Savannah, Georgia. The program was sponsored by the Efroymson Fellowship Program and included participants from Florida, Georgia, South Carolina, North Carolina, and Indiana. Meredith Kincaid and Scott Jones, first-year Arts Administration students, submitted proposals and have been selected to present papers at the “National Endowment of the Arts: 40 Years of Leadership in the Arts” symposium to be held May 17-19, 2006 at American University in Washington, DC. Another first-year student, Stephanie Dowdy-Nava, was selected to receive a scholarship to attend this NEA symposium. Robert Ramsey, IUE, was recently awarded the Indiana University East Student Choice Award for Outstanding Teaching. The award is the highest honor given to a faculty member at IU East. The award ceremony took place on Friday, April 14, in Vivian Auditorium on the Richmond, Indiana campus. Ramsey also was awarded the Faculty Advisor of the Year Award for his contribution as faculty advisor to the campus Criminal Justice Club and as faculty advisor to Alpha Phi Sigma, the National Criminal Justice Honor Society. Lois R. Wise, IUB, was awarded a Summer Faculty Research Grant for “Inclusiveness in the Bureaucracy: Employment of Foreign Nationals in Central Government” by the West European Studies National Resource Center, 2006. In Print Beth Gazley, IUB, published the lead article in Nonprofit Management and Leadership's spring 2006 issue. Co-authored with Jeffrey L. Brudney, the article is entitled "Moving Ahead or Falling Behind? Volunteer Promotion and Data Collection." The journal GROUND WATER came out this January (Vol. 44, No. 1, 2006) with a special theme issue devoted to the Analytic Element Method of groundwater flow modeling. Henk Haitjema, IUB, served as the lead guest editor and wrote the foreword. Haitjema has devoted his academic career to the development and promotion of this specific method, and the production of this special issue of GROUND WATER is a major step in its promotion. The journal is a peer-reviewed publication of the National Association of Groundwater Scientists and Engineers (NGWA) and is widely read in the U.S. and abroad. In addition to the foreword, he also published a paper in the issue entitled "A fast direct solution method for nonlinear equations in an analytic element model". Rafael Reuveny, IUB, with co-author Katherine Barbieri, published "Economic Globalization and Civil War," in the Journal of Politics, 67: 1228-1247 (2005). PresentationsWolfgang Bielefeld, IUPUI, presented "Issues in Social Enterprise and Social Entrepreneurship" at the Maxwell School's symposium on “The Big Questions in Nonprofit Management” on April 7 in Syracuse, New York. Kirsten Grønbjerg , IUB, gave a presentation on “Nonprofit & Academic Partnerships: Teaching, Research, Service” at the Central States Communication Association (CSCA) conference in Indianapolis on April 7.S heila S. Kennedy, IUPUI, presented "Public Ethics and the Challenges of the 'New Governance'" at the multi-sector forum sponsored by the Randall L. Tobias Center for Leadership Excellence on April 15.Rafael Reuveny, IUB, presented the paper "Resource Scarcity and Civil War" at the yearly meetings of the Peace Science Society (International) in Iowa City, Iowa, on November 4-6, 2005, co-written with Katherine Barbieri. He also presented this paper in the yearly meetings of the American Political Science Association in Washington, DC on September 1-4, 2005. On August 18, 2005, Reuveny was interviewed on the pullout from the Gaza Strip, for the daily newspaper, Poughkeepsie Journal (NY), in "Pullout Concerns Valley Residents." Lois R. Wise, IUB, Presented “Ethical Perspectives on Diversity and Leadership: Leaders’ Perceptions of the Higher Plane” at the Multi-sector Forum on Leadership at the Tobias Leadership Center at IUPUI on April 14. ___________________ Park University's new International Center for Civic Engagement (ICCE) has launched a web site, located at www.park.edu/icce. The Center has been established to advance the University’s global mission, establish linkages with international efforts across campus, and provide innovative educational opportunities for learners within the global society, while establishing an outlet for channeling community outreach efforts in the Kansas City metropolitan area. The Center will commission a series of white papers this coming year and will develop an online clearinghouse of University civic engagement projects and Kansas City-area international activities. Bergrud ________________ State University of New York Board of Trustees Chair Thomas F. Egan and Chancellor Robert L. King recently announced the establishment of the "Chancellor John W. Ryan Fellowship in International Education" in honor of SUNY Chancellor Emeritus Ryan. (The Board of Trustees honored Ryan with the title of chancellor emeritus in November 1999. Ryan was the first to have that title bestowed.) Ryan, also president emeritus of Indiana University, is currently on the SPEA Board of Visitors. Professor Kemal Gürüz -former president of the Higher Education Council of the Republic of Turkey-is first recipient of the fellowship.
