Co-Director
of the Institute
Dr. Maureen A. Pirog
is a Professor of Public Policy Analysis and co-director of the FASR Institute. She has
substantial experience with grants and contracts with government and nonprofit agencies
including the U.S. Department of Health and Human Services, the U.S. Department of
Justice, the Institute for Research on Poverty at the University of Wisconsin, the
National Child Support Enforcement Association (NCSEA), the Brookings Institution, and the
Ford, Ameritech, Joyce and Rockefeller Foundations. She is a member of the Technical
Advisory Group and a researcher regarding child support and child well-being on Abt
Associates, Inc.'s evaluation of the Indiana welfare reform experiment, a large scale
randomized experiment operating in 92 counties. Dr. Pirog is a member of the NCSEA
Research Committee, the NCSEA Research Conference Planning Committee, and is the Director
of the NCSEA project to establish a Child Support Research Clearinghouse on the Internet.
She is widely published in the areas of child support enforcement, fathers (particularly
young fathers), and the labor force participation of low-income individuals. Dr. Pirog has
taught courses in Program Evaluation (Experimental and Non-experimental), Advanced
Techniques in Program Evaluation, Statistics, Child Poverty, Welfare Reform, and Research
Methods.

Co-Director of the
Institute
Dr. Katharine V.
Byers is an Associate Professor of Social Work, coordinator of the social work
program on the Bloomington campus, and co-director of the FASR Institute. Dr. Byers has
extensive experience with community social service programs, including thirteen years of
social work practice experience working as a member of interdisciplinary teams in the
delivery of services to low-income families and in consultation with community agencies.
Her focus at the University includes teaching social welfare history, current delivery
systems, policy analysis, and policy practice. Her expertise is in qualitative research
methods, including participant observation and in-depth interviews. Her continuing work
with government agencies includes needs assessments, program evaluation design, and
proposal development. |

Dr. David Reingold is an Assistant Professor in SPEA and a Faculty Affiliate of the
FASR Institute. He is also an Adjunct Assistant Professor of Philanthropic Studies at
IUPUI's Center on Philanthropy. Before receiving his Ph.D. in sociology at the University
of Chicago, he worked for the Governor's Task Force on Human Services Reform in Illinois,
as well as the Office of the Inspector General within the Illinois Department of Children
and Family Services. Dr. Reingold has also been a program evaluator for community
development initiatives undertaken by the Chicago Housing Authority and the Pew Charitable
Trusts. His research has appeared in Housing Studies, The Journal of Urban Affairs, and
Urban Studies. |
