Y La Mantequilla no Sabe Iqual

This project will examine the
role of the church in welfare reform, specifically the issue of charitable
choice, section 104 of the Personal Responsibility and Work Opportunity Act (PRWORA)
of 1996, which allows the state to contract with non-profit, for profit,
government agencies, and religious faith-based organizations. Moreover,
issues to be examined are what services does the church provide and how
efficient are they when compared to profit and government agencies. The
Institute for Family and Social Responsibility (FASR) at Indiana University
have provided data used in this research project that will examine the issue
of charitable choice services in specific Indiana counties by using the survey
results of Indiana clients, community social service organizations, and local
elected government providers. The title "Y La Mantequilla no Sabe
Igual" ( and the Butter does not Taste the Same) is a metaphor that
illustrates how welfare recipients do not choose to be poor, rather they are
exposed to learned helplessness and victims of the U.S.'s power
structure. The idea is if welfare recipients had the ability to go
out and work for the better tasting butter, they would prefer that to the
bitter government provided butter.
